Moves the dev image build to .forgejo/workflows, adds manual dispatch, removes the GitHub-only Buildx cache backend, uses the Forgejo-compatible token behavior, and contains no runner DNS workaround.

Run #5 confirms checkout succeeds without the DNS change. It fails while rootless Podman boots Buildx because catatonit is absent from the runner environment.
